Choose what "us" is built around
Same four moves, both times, and both built a strong "us". Only the content changed, and it decided everything the "us" was for. The technique is an amplifier, indifferent to whether it lifts people up or sets them against each other.
This is not hypothetical. Across four nations during the pandemic, the more people saw their leader building a shared "us", the more they cooperated with health measures under one leader, and the less under another, because the content of the "us" pointed in opposite directions (Frenzel et al., 2022).
So the first question is never how to run the four moves. It is what you are making "us" mean, who that leaves out, and whether the people you are moving would still agree if you said the definition out loud.
